Can you keep a Norway spruce under 15 feet?

I want to use Norway spruce trees for privacy, but I do not want to grow so large that all of my yard still sunlight. Can we cut the top of them every year? Thanks Lucy! If the width of cut, so, was looks good? There is a Leyland Cyprus Aborvitae?

Instead of choosing a tree that will require constant work to stay within the limits you want, you would be better to buy something that just does not get that big, first. Norway Spruce, for example, commonly suffer from 60-80 feet high and 30 feet wide. Why try to fight it? Not to mention that is harmful to the tree top, and eventually lead to the early demise. Instead I suggest you look at Korean Fir (Abies koreana). It is a small tree with the habit of good standing, and finally get about 15-20 feet. Also foliage has a fairly smooth (not prickly like a fir tree), and a bunch of cones that love wildlife. Talk to a nursery in your area and I'm sure we'll have a couple of other smaller / selection of dwarf conifers to show.
